Zakat

Who Has the Right to Receive Zakat?

Zakat, one of the Five Pillars of Islam, is a divine obligation designed to alleviate poverty and strengthen community ties. The Qur'an explicitly defines eight categories of Zakat recipients in verse 60 of Surah At-Tawbah. These include the poor (Al-Fuqara’), the needy (Al-Masakin), Zakat collectors (Al-‘Amileen ‘Alayha), those whose hearts are to be reconciled (Mu’allafatu Qulubuhum), captives (Ar-Riqab), those in debt (Al-Gharimun), those striving in the cause of Allah (Fi Sabilillah), and stranded travelers (Ibn Sabil).

While understanding these categories is essential, applying them effectively today requires deeper insight, particularly regarding the importance of local Zakat distribution.   

The Importance of Local Zakat

The Prophet Muhammad ﷺ clearly instructed Muʿādh ibn Jabal when sending him to Yemen: 
“Inform them that Allah has obligated upon them a charity (Zakat), to be taken from their wealthy and given to their poor.”

This statement highlights the local distribution principle of Zakat that it should be collected from the wealthy members of a community and distributed among their own poor, ensuring social solidarity and justice within each locality.  

Also, it is reported that ʿUmar ibn ʿAbd al-ʿAzīz (may Allah have mercy on him) returned Bayt al-Mal Funds that had been brought from Khurasan to Al-Sham and ordered it to be sent back to Khurasan. Likewise, when Muʿādh ibn Jabal (may Allah be pleased with him) sent Zakat from Yemen to ʿUmar ibn al-Khaṭṭāb (may Allah be pleased with him), ʿUmar objected and said: 
“I did not send you as a tax collector or a tribute gatherer. I sent you to take from the wealthy and return it to their poor.”

Muʿādh replied: 

“I did not send you anything except after I could not find anyone left who would take it from me.” (Narrated by Abū ʿUbayd in his book "Al-Amwāl)

While international Zakat initiatives remain crucial, there is a pressing need to prioritize the well-being of local Muslims who face financial hardship, homelessness, or food insecurity.

Today, many Muslims assume their Zakat must go overseas, unaware of the silent struggles of fellow believers in their own cities. Local Zakat fosters a resilient community, ensuring that no one is left behind while strengthening the bonds between Muslims. 

What this means for the Australian Muslim Zakat payer 

 For Australian Muslims, this raises an essential question: Who has the right to Zakat?

While international need is significant, there is a growing need to recognize the financial struggles of Muslims within Australia. Many Australian Muslims face housing insecurity, the inability to afford education, medical bills, or even basic living expenses. Distributing Zakat locally ensures that Australian Muslims in hardship are supported as well, just as Prophet Muhammad (صلى الله عليه  وسلم Peace be upon him) advised. 

The role of NZF Australia in managing local Zakat

NZF adheres to the Qur’anic guidelines by carefully assessing applicants, ensuring they meet the criteria for Zakat eligibility, and directing funds accordingly. This allows Australian Muslims to fulfill their obligation while witnessing the direct impact of their contributions within their local community.

Zakat is more than financial aid; it restores dignity and strengthens communities. While international giving is important, prioritizing local Zakat distribution is crucial to meet immediate needs and build unity within the Ummah.
